A new report from UCL and the Local Government Association (LGA) explores how England's devolved authorities can improve health equity by placing communities at the centre of decision-making, strengthening cross-sector collaboration and embedding health equity across all areas of policy.

Led by Professor Sir Michael Marmot, the UCL-LGA knowledge exchange collaboration brought together stakeholders across local and central government, academia, the NHS, the voluntary, community and social enterprise sector and policy organisations to examine how devolution can contribute to fairer, healthier places.

The report comes as the English Devolution and Community Empowerment Act 2026 introduces a new statutory duty on health improvement and reducing health inequalities, creating a significant opportunity to embed health equity within England's evolving devolved governance landscape.
