Fairer, Healthier Leeds: Reducing Health Inequalities













In 2023, Leeds became a Marmot City, committing to a two-year partnership with the Institute of Health Equity to drive action on the social determinants of health and reduce health inequalities. The city's programme, Fairer, Healthier Leeds, aligns with the Marmot Principles and supports a long-term vision for equity across all aspects of city life.
During 2023/24, Leeds undertook a whole-system review, examining local data on health outcomes,wider determinants, and existing strategies. This first phase produced key outputs:

A comprehensive Year 1 report and executive summary

Leeds Marmot indicators

City-wide recommendations, including targeted actions on housing and early years (0-5)

Three datapacks on inequalities in Leeds, plus thematic packs on housing children aged 0-5.
In 2024/25, the programme focused on delivery. Priorities included:

Implementing the city-wide recommendations

Advancing work on housing and early childhood

Addressing racism and discrimination (Marmot Principle 7)

Strengthening community voice and inclusive economic approaches.
The second year produced the following:

A presentation capturing reflections from city leaders

A report on Selective Licensing

A report on tackling health inequalities in primary care.
Leeds is emerging as a leading Marmot Place, embedding health equity across strategy, programmes. and services city-wide.
