The goal of the Operational Framework is to provide countries with globally applicable and harmonized guidance for social determinants of health equity monitoring and using data for action to improve health equity. The Operational Framework builds on previous social determinants of health equity monitoring-related conceptual models and frameworks, research, resources, tools, and other work. It was drafted under the guidance of an expert group and with internal contributions across the three levels of WHO, as well as through formal consultation with Member States.
